So in the "get started with warhammer 40k" magazine there's various breakdowns of armies to show composition of men and what units do what

One shows your typical ultrasmurf force (robot girlyman, primaris marines, scout speeders, land raiders etc)

But one shows an eldar force
With both aeldari and drukhari forces

Is this an artistic choice or can you field both in one army?

You can field both anyways, but the Ynnari faction has access to units from both Aeldari and Drukhari. Not all of them, but a good portion.

Presumably you'd still have to buy both codexes for both sets of rules right?

The rules state that you only need 1 keyword in common amongst all units in the army to be legal. Craftworld, Drukhari, Harlequin, Corsair and Ynnari units all have the Aeldari keyword. None of them have a codex yet, it's still all in Index Xenos 1, and note that Ynnari are meant to be a bit of a mishmash anyway as they can pick units from any of the other forces (though with some restrictions on which Drukhari units can be used).
