Why is deathguard marines as big as Primaris? Shouldn't they be same size as pre-hersey since they don't have access to the new evolution.

Because Primaris models look weird next to other models and GW knows it. Death Guard are in the starter, and as villains they have to look the part.

We've had a slight scale up with the Rubric Marines and Deathwatch, so I'd fully expect bloated and mutated Marines to be slightly bigger.

Deathwatch were already bigger than old marines, so it is not limited to Chaos. GW has been switching to more realistic proportions for a while now. The GS cultists are a good non marine example, compare them to older models like the Cadians.

Skitarii are another. they stand as tall, if not a hair's width taller, than a Space Marine model. Space marines are giant men in giant suits of armour. Skitarii are normal people with their legs replaced for them to function in highly polluted areas, but the replacements are for the regular Skitarii basically a 1:1 replacement in size. the size difference in the fluff between the two should be pretty noticeably in favour of the Marine.

Because the most important market is the american one for GW. And everything in the usa is bigger than everywhere else. People like huge stuff there and we're getting oversized infantry models and gigantic superherores.

because the primaris marines' fluff is a fig leaf intended to stop a riot of GW's most privileged, spoiled fan base and all marine kits are going to be primaris scaled from now on.

Because GW were worried TruScaling Marines out of the blue would upset their biggest market (Marine players) but would have no qualms about just saying "deal with it" to the much less lucrative, smaller CSM crowd.

If you look at the art pieces, Primaris Marines aren't actually that much bigger than normal marines. The Primaris Marine's size is more likely a stylistic choice and the Plague Marines are also being changed to that scale.

Fluffwise, it's because Primaris marines aren't that much bigger than regular ones.

Realistically though, if Primaris marines are to take the place of old marines, they have to be relatively in size to everything else.

Easy explanation: they are swollen and bloated with the power of Nurgle.

In practice, however, they have been made slightly larger to match the way the range is going. I'd take a bit of scale creep over primaris style lore any day.
