It can be literally anything from the list of factions that your faction is allowed to ally with while still keeping thier Allegiance. The list is actually pretty straight forwards so for Order, the Free peoples tends to be able to ally with the other Free Peoples armies. Same with the Dwarfs. High Elves can ally with thier own subfactions plus the Wood Elves, Dark Elves can only ally with thier own subfactions. The Sigmarines can be used as allies by any order faction. Seraphon don't have any subfactions but can still take Sigmarine allies. So as an example: I'll take my usual Eldritch Council list. It's a 2000 point list so I have 400 points to spend on allies. I can take 400 points worth of stuff from the Order Draconis, Lion Rangers, Phoenix Temple, Swifthawks, Wanderers or Sigmarines. If I do this I stay an Eldritch Council army and keep my ability to have Swordmasters as battleline. If I go over 400 points or take from any other list then I just revert to being a standard Order army and have to take regular battleline units. The actual units you can pick are any valid unit. So if I wanted more shooting in my Eldritch Council list (not a bad idea as while my Hero phase is BRUTAL, the only actual shooting I have is from my Dragons) maybe I could take some Glade Guard, Shadow Warriors, Sisters of the Watch or even a Knight-Venator. Heck I could throw in more dragons and add in a Dragon Lord if I really wanted to, though I think three Dragons in a list would probably get me booted out of my local gaming store.
