If you were to pick one of these armies basing your decision only on fluff and appearance, which would you choose?

Would you be using the Renegades & Heretics list or Imperial Guard, out of curiosity?
Regardless, Traitor Guard have the most conversion potential. As rare as Xenos armies (at least compared to Imperials) tend to be, there is definitely something unique and eye-catching about a Traitor/Renegade/whatever force, considering how rare but functional they are to see on the tabletop

If I were to make a Renegade Guard force, I'd most likely use the IG codex for the sake of simplicity.

I'm thinking about using R&H rules to field my Squat army.
Still researching it, but seems that most of the Squat units can be proxied by a R&H force with chaos detatchments
lol....Maybe they are the Squat homewords within the eye of terror....no nids went there...at least to be seen ever again hahah...
It is a chaos edition....GW should really bring the squats back as an eye of terror force!!!

Im gonna go with Renegade guard, they are a lot rarer to see than nids and have a lot more conversion opertunity.

Renegade Guard. Huge conversion opportunity with all sorts of models that can represent all sorts of units. Would be way more fun to build and paint.

Based on 100% fluff and appearance, Renegade Guard.
However if I could turn back the clock to 7th edition when I started Renegade Guard, I wish I had started nids. Sure, I had a lot of good games with my R&H, but now I am looking at a gutted index that has so few decent units that it is barely worth playing. FW has always been in the dark about FAQ, updates and new models, they were worst than the old GW. A big reason I would go for Tyranids is that they are supported by the new GW, which means FAQ on reasonable basis, chance at new models, and a real chance at a codex.
R&H is currently Index: Malefic Lords. Unless you want to ally with other chaos armies, I would suggest the standard guard book, with R&H models. I would have been OK if FW just said, "Use the guard book, replace IMPERIUM with CHAOS" and such.

This is the problem I have with renegades. If I just wanted to run evil IG, I would use the IG codex and convert the models, because you get so much more from the IG codex (even more soon, when the new codex drops).
Renegades, for no reason at all, have no access to a bunch of standard IG options. And the options they do have, are either the same or weaker than the IG equivalent. There's no balance to it.
Problem is that I would want to include chaos units in a renegades force, like daemon engines or actual daemons maybe, who knows. Which you can't do if you run the imperial guard codex, unless your opponents allow it. Which to be honest, as I only play a limited selection of opponents, I may try and convince them to let me.
