Other than Stratagems that specifically list within its description, how often can one use a given Stratagem?

Outside of matched play, as much as you want, you can burn 20 CP repeating a stratagem in one go for all the game cares. In Matched Play, once per phase.

Relevant rule can be found in the Matched Play rules.

Pre game, any ruleset, as many as you want. So during deployment you can burn all your cp repeatedly ambushing ravenguard, for example.
