I can't find any definition for the term in the rule book. Is a land raider a heavy a dedicated transport or both? If both which slot does it fill on the ToC?

Sorry for the simple question but I just can't find the answer. I'd like to bring 3 storm ravens in 1 detachment but the detachment only allows 2 flyers.

Every unit has a battlefield role denoted by the symbol that appears in the upper left of its datasheet. There are some units, like Rhinos and Wave Serpents, that have the transport role. These are the units that you're allowed to bring 1 of for each other unit in the detachment. Stormravens are always in the flyer role.

You can always bring the three Stormravens in an Airwing Detachment, 3-5 flyers.
