on the cheap from the Dark Vengeance set. I really like the look, but I want to convert them to homebrew. Being they are snap fit, will I be able to sand down the Dark Angel shoulder pads or are they hollow?

They're solid hunks of plastic, so yes you can shave and sand them down to smoothness.

Not only can you do it, but it's already been done. I converted some into Ultramarines.

Having said that, it's a hefty amount of work. A dremel with a cutting bit to do the majority of the material removal will make it go much faster.
