Title sums it up:
Can an officer issue an order while inside a building/vehicle?
Can an order be issues to a unit inside a building?

From 'Transports', page 183 of the main rulebook:

Embarked units cannot normally do anything or be affected in any way whilst they are embarked. Unless specifically stated, abilities that affect other units within a certain range have no effect whilst the unit that has the ability is embarked.

There is a Stratagem in the Codex that allows them to do so while embarked in a Chimera. Even has the Chimera function as a Vox Unit for him.

That would fall under the "unless specifically stated".


These are my opinions. This is how I feel. Others may feel differently. This needs to be stated for some reason.

Vehicles I know you can't do stuff to/from if the unit targeted/casting is inside. However this is buildings, which I expect follow the same logic but I want some clarification if possible

The rules for embarking into buildings are the same as vehicles. I don't have my rule book with me but I believe it says something along the lines of them being treated in all ways as transports.

Which 'buildings' are you referring to? Might help us advise. If it's 'Ruins' then crack on. If it's a named fortification then it will likely follow the rules for transports. The Datasheet will tell you any specific exemption to the Transport rules if applicable.

Nah, I was thinking things like the bastions mainly, not ruins but buildings/fortifications/bunkers.

If they function the same way as transports in all practical regards then that just confirms what I'm thinking.

They don't "function" as transports. They literally are transports with the proper rules on their datasheets. They just don't transport very far

This is why I pointed out the AM Stratagem that allows orders to be issued from inside a Chimera. This shows evidence that you can't issue orders from within a transport.
