Can behemoth/leaders with the ability to cast it stand on it. Are there any restrictions? I'm trying to double check because I cant seem to find anything that would suggest the likes of any of the deathlords cant stand on it.

Yes, they can. There is only a restriction for monsters and non-leaders on the warscroll.

So a screaming bell ex. that is a leader and a behemoth could summon it.

The writing says that "Wizard heroes in your army know this spell in addition to any others they know, provided they are not also a monster."

Sadly most lord/behemoths also carry the monster keyword.

Behemoth =/= Monster is what he's referring to. There are several behemoths that are not monsters that can summon the vortex, such as a screaming bell or luminark.

Or for maga hilarity, you put thanquil and boneripper on one.
