The range of a miniature is 1 inch. 25.4 milometers to be exact.
When base to base with a model that has a 25 milometer base thee reach of the miniature behind it in base to base extends 0.4 milometers beyond its base.
Is it then irrefutable to say that so long as all models are in base to base: Enemy -><-1st-><-2nd-> that the '2nd' model is able to attack the enemy due to the 0.4 milometers further reach the attack has compared to the diameter of the base between it and the model it wishes to attack.
In which the same would also apply to 2 inches range. 50.8 milometers allowing the following to also be accurate.
Enemy -><-1st-><-2nd-><-3rd-> would be able to attack.

I've always played it as it would allow for the additional attacks. I just feel like some clarification would be good before I take the logic into a tournament.

Yes, but irrelevant because by staggering the round bases you can slip the second rank into the gaps and get much closer than that.

I chose an avatar I feel best represents the quality of my post history.

I try to view Warhammer as more of a toolbox with examples than fully complete games.
