Can You unbind with this artefact a spell without being in 18 inch range? Because thats whats a heard in several podcasts recently.

You would follow the normal rules for unbinding except the spell is automatically unbound, so as far as I can tell, you still need to be in unbinding range. You may want to ask on the Age of Sigmar FB page. They're pretty good about responding.
