This seems to be a hot topic.
It seems to me in most instances where someone could use reinforcements it works out that it would be better to just have the unit from round one.
There are exceptions like using summoning to get a unit to the right place at the right time like a deepstrike that is morphable but these are few and far between (and rightly limited to mostly deamons)
Then you add all the recent stratagems that cost CP to "add/summon" a unit that again has the extra cost of reinforcement points which makes most if not all of them completley useless as again most people would rather buy and use units upfront than pay CP for them to have on a whim.
I say the stratigums need an additional benefit of some kind to make it worth spending the Renforcements and the CP.
The first and easiest is a points discount allowing you to get a unit cheaper....this unfortunately can cause issues much like formations did in 7th where you get armies overpointing their opponents by 20% or more....not good. Maby in very specific situations with many limitations.
The second is adding a tactical option sort of like some of the formations of old. IE do this and the unit can DS 6" away from opponent or can shoot twice or gets an extra psychic power or whatever the options are endless and allow some very characterful situations for many armies.
Regardless something should be done as most people just are not using these options as they are not efficient. There needs to be some value in these stratagems other than the unit(which you are paying points for anyway).
