As with every time Eldar get too strong, I like throwing out a few ideas that might help balance a little.

They aren't going anywhere, but I like thinking about them.

I may add more to the list later - just a few so far:

Game-wide:
-Natural 6s to hit or wound always succeed
-Natural 1s to hit or wound or save always fail
-Plasma: Gets Hot is on natural 1s, not modified 1s

-Matched Play - Smite cast more than once: Each successive cast deals 1 less W, minimum 1. So the second does -1, the third does -2, and soforth.

CWE:
-Exarchs cost +10points
-Reapers + weapon: Return to Index pricing
-Uthwe Attribute: "Infantry, Biker, or Wraith models"
-Alaitoc Attribute: "Infantry or Biker models"

SM:
-The intercepter stratagem is 1CP
-RavenGuard Attribute "This does not stack with any other penalties to hit"
-Tactical, Dev, and ASM sergents cost +10ppm. Marines in those squads cost -2ppm.

CSM:
-AL Attribute "This does not stack with any other penalties to hit"

IG:
-Comissars may BLAM one model before rolling the Morale dice to treat the result as a 1.
-Guardsmen: 5ppm

Infiltrate:
-Models that Inflitrate may not move during the first Movement Phase of the game.

I'm good with the Game-wide ones. I don't think the other changes are needed.

6s to wound already pretty much always succeed (unless something has a -1 to wound rolls).

I put an idea out on another thread that an addendum to the 6s always hit/wound might be if modifiers would otherwise cause a unit to be hit or wounded on a 7+ or higher it gets +1 to its saves.

natural 6s shouldn't always hit.

Im fine with effects that trigger on specific numbers only triggering on natural rolls of those numbers,

Eldar are not OP in 8th. Guard are. Eldar are fine.


These are my opinions. This is how I feel. Others may feel differently. This needs to be stated for some reason.

Honestly, firing a regular Plasma shot should overheat when a 1 is rolled, and an Overcharged Plasma shot could have a higher penalty where any miss roll triggers the death. Might do something to curb the ridiculous Plasma spam IG.

I will not rest until the Tabletop Imperial Guard has been reduced to complete mediocrity. This is completely reflected in the lore.

Regarding 'Fall Back':
Theoretically really 'tactical' but oh so very clunky. Further diminishes value of assault:
-lessen penalties on units left behind (make it happen on different phase, impose fall back penalties, etc)
-clearly word it so that it can't be used as a slingshot method. the rule does not restrict 'falling back' forward.

Regarding psychic phase:
Should function like an ability, and not a whole phase dedicated to it. Always has been the 'wildcard' of the game - now it's (virtually) free MW system. Having a whole phase dedicated to it is unbalanced - some armies have 0 psykers, while some are entirely made of psykers. Turn offensive psychic power as a shooting/melee weapon, and turn buff/debuff power as an ability.
-turn smite into a shooting weapon with roll to hit replaced with psychic test.
-turn 'Smite (brotherhood of psykers)' a separate weapon entity with different profile than regular 'smite'
-make psychic phase only units (i.e. zoanthrope) operate in respective phase (make its special smite into a proper shooting weapon profile)
-tie in powers like warptime into movement phase, turn it into 'roll Xd6, consult chart' ability

Regarding Charge Phase:
Random charging distance is the worst, "why is it still like that" aspect of the game. Assault is currently "high risk, less reward":
-charging distance based on movement characteristic, or make a C (for charge) characteristic like (2d6, 3d6 - faster guys, 4d6 flyers, MC with wings? idk) Why bother putting a jump pack or ride a bike when a dude on foot can dash just as fast as you?
-if random charging distant is kept in play, then at least make it so that you can move the charge distance and if fell short, able to fire pistols or what not. "CHARGE!! oh wait. we're tired. we cant run at those guys right now because they're not sooooo far, but just a little bit too far. lets just forget the charge and stand here"... what? It should be more like "CHAAAAARGE!!! S HIT, WE'RE NOT GONNA MAKE IT, THROW YOUR AXE AT THEM OR SOMETHING!"
-and FFS, charge-pile in-consolidate is the messiest movement mechanic you can find anywhere in any game. Change it to function something in the lines of: 1. charging models that fully made it within 1" swings first. 2. models within 1" of models that successfully made the charge swings second. 3. charging units that haven't made it within 1" swings 3rd. 4. whoever didn't fight yet swings. Stop it with these minuscule movements that does nothing for the game but for it to be exploited by likes of serkers.

Added a small incentivise-10man-squads change for Loyalist Marines. 5-mans unchanged, but 10-mans are now a little cheaper.

Also restricting the -1-to-hit attributes a bit. Alaitoc can still stack, but only get it on Infantry and Bikers - others cannot stack. Remember that a 6 always hits. Not sure I have that right, yet, though. Might need to restrict Conceal. Reasoning: Alaitoc Rangers having -2 to hit isn't as big a deal with the 6s-always-hit, and the trait not affecting vehicles.

Also bumped Guardsmen to 5ppm. Not sure if Conscripts should be 3 or 4 ppm with the Comissar change.
