Can dominions with meltas in a repressor fire out of close combat at units outside of the combat?

Can they fire after the repressor falls back?

Can they fire after an advance?

I assume the answer to all three is yes because the firing ports special rule doesn't seem to add any restrictions to the unit firing from within.

For questions 2 and 3, yes, they can. But they count as moving if they have any heavy weapons.

I am going to say yes to question 1 as well, you can fire at enemy models that are not withing 1" of the transport, while there are models withing 1" of the transport.

Here's my thoughts as why:
The Open-Topped special rule specifically states that any restrictions or modifiers that are applied to the transport, are applied to the unit shooting.

Firing Points does not have that same stipulation. Thus, modifiers and restrictions that apply to the transport, do not apply to those inside.

Firing while within 1" of an enemy is a restriction on the vehicle, not the unit inside.
Does the unit have an enemy model withing 1" of it? No, it does not. Thus should be able to shoot.

Yes. You can shoot at any target within range that isn't in combat.You can't shoot the unit currently fighting the repressor.

Yes. It's a very popular tactic. I assault as often as I can with Repressors. They get 9 attacks against infantry, and if the enemy wants to shoot the repressor they have to fall back. If they don't fall back, you can just drive away and then blast away with the dominions inside.

The units inside can fire even if the Repressor advances. The only restriction on any situation is that the unit inside counts as having moved. With melta-guns, this is a non-factor.

FW SoB/inquisition ride. A modified Rhino hull with firing ports and certain other special changes.
