Are these games essentially the same system with minor modifications to internally balance for in-period gaming? Ive read Black Powder, and skimming Hail Caesar they seem nearly identical.

Basically, Warlord Games took the house rules that they used for their own musketry games, and published them as Black Powder. Then they cleaned them up a bit, adjusted the time period, and added a points system for list building, and published the results as Hail Caesar.

Very similar. However, I believe Hail Ceasar has slightly different melee stats with one being for the intial charge and the second being for the slog of combat post charge.
