i bought a very expensive statue but i noticed the boot didnt have the black detail inbetween the laces and detail on the boot so i added some nuln oil in the places it need it but it has a slight sheen to it where as on the other boot it is literally flat as you can get anything i can buy to flatten it out.

This thread is probably beter suited to the painting and modelong board.
But to actually anwser your question I belive that testors dulcoat will dull down the surface it's sprayed on. In the future I also recomed shaking the nuln oil well before using it, that way it won't be glossy.
