This seems obvious but I just want to confirm: if I read the rules right, including Be’lakor in any Daemons Detachment will stop a Daemonic locus for being taken for that Detachment since he doesn’t have an allegiance, correct?

Correct.

The reasoning (I am assuming) is that in the fluff he was created by all the gods, but he was too powerful and thus holds no allegiance to them.

He is the Abbadon of daemonic lore.

Unlike last edition, he is no longer a competitive choice.
(Although last ed he wasn't that great either)
