A stupid question from a 40k newb who hasn't been to a tournament yet -- how does the time limit work? If the game is still going when the clock hits 2.5h, just play just stop and you compare Victory Points? Does somebody get an extra turn sometimes because the clock ended after the "go-first" guy just finished one of his turns? I'm planning an ork army, and have read that the large number of boyz can be a challenge because of the time limit, but it's never been clear to me how that time limit works exactly.

Depends on tournament. Time limit isn\t part of 40k rules so it's house rule of tournament. But generally it's current turn is finished and that's it. Some might be literally "stop right now regardless of what you are doing".

As for orks use movement trays, learn to move corners of unit and then just move rest inside, keep different coloured dices in specific sizes(like 10 whites, 20 reds, 30 greens etc) so you if you need say 40 dices pick all whites and greens and you are set to go. Few tips that can speed you up.

When I used to run them we had time limits of 2.5 hours per game (from setup to time-up).

I'd make calls every half hour. In the last half hour, I made one additional call at 15 minutes, also instructing "If you haven't started a new turn, DO NOT START ONE."
At time-up, call of "Time is up, STOP PLAYING, DICE DOWN." was made. ALL play was to stop, VP calculated from that point. No "finishing the turn" shenanigans. We also had a large clock, visible to all, showing the time remaining.

I'd also wander around to check that there wasn't anyone deliberately slow playing (penalty of docked points after first warning).

But yeah, dice and model management forms a large part of playing certain armies. KNOW your army, KNOW your rules. If you have a horde army, it's on you to learn how to move them all in such a way as to not waste time.
