Say I have a character in a rhino at the start of the turn. I want to use a card that requires me to play it at the start of my turn. Can I play said card on the embarked character?

Example: I want to put Heed the prognosticators on an embarked character. The card requires that I play it at the start of my turn even though the effect won't take place until I disembark. Legal or no?

The Stratagem doesn't give an exception to this rule, so it can't be used on the embarked character.
