I thought I had a handle on the hit modifiers, both positive and negative, but now I'm not sure. Does a modifier interact with abilities that require a specific number to activate? Taking a SM plasma gun for instance, if shooting overcharge at an enemy that has -1 to hit, will it blow up if a 1 or 2 is rolled? Alternatively, if the plasma is part of a devastator squad where the unit gets +1 to hit, will it never blow up on overcharge? I gather that a rolled 1 is always a fail, but does that apply if you have a positive modifier? If it doesn't why not?

If you have -1 to hit, and overcharge, you blow up on 1 and 2. If you have +1 to hit, you fail to hit on a 1, and you dont blow up.

This is the correct answer. It's in one of the FAQs about being unable to modify below a 1.
