So after watching some of the review videos on youtube that are already out, here is what I came up with for my Custodes army, only need to buy 1 model (character HQ Valoris) to complete it.

Battalion Detachment 3cp
Valoris - 250 pts
Shield Captain - 122 pts (Guardian Spear)
3x Custodian Guard - 156 pts (Guardian Spear)
3x Custodian Guard - 156 pts (Guardian Spear)
3x Custodian Guard - 156 pts (Guardian Spear)
Comtemptor Dreadnought - 167 (Assault Cannon)
Comtemptor Dreadnought - 167 (Assault Cannon)
Venerable Land Raider - 370 (Hunter Killer Missile)
Venerable Land Raider - 370 (Hunter Killer Missile)

Auxiliary Detachment -1cp
Culexus - 85

Total Points - 1999
Total CP - 5

I think this list is solid and able to fight in all phases of the game it has something for every range of the battle (48", 24", Close Combat) and has improved psychic defense which seems to be this Army's most glaring weakness and well worth the 1cp spent to shore that up.

The land raiders are crucial to stopping negative modifier shenanigans, and comtemptors to put some hurt on most vehicles.

1. Tyranids - 15,000 pts
2. Chaos Space Marines - 7,100 pts
3. Space Marines - 6,000 pts
4. Orks - 5,900 pts
5. Dark Angels - 4,300 pts
6. Necrons - 4,600 pts
7. Grey Knights - 3,200 pts
8. Eldar - 3,400 pts
9. Blood Angels - 3,200 pts
10. Chaos Daemons - 3,200 pts
11. Tau Empire - 3,000 pts
12. Space Wolves - 2,400 pts

I’d put a vexilla magnifica instead of the culexus if you can fit it point wise ( or if you have the model), but it’s also fine like this

So the issue is you have 740 points of one turn, maybe 2 if your lucky of shooting with the LR.

People are going to easily charge it. To that effect, that's why I would not bother taking any and stick all those points into bikes.

I agree. I think you'll get a lot more out of the bikes than the LR.

Dark Angels - 8000
Blood Angels - 4000
Astra Militarum - 2000

I think bikes, and even more so Shield Captains on Bikes are going to get a lot of work done.

Using the jetbike box for a Supreme Command Detachment of 3 Shield Captains on Jetbikes for whatever you need them will make Tau Commanders everywhere cry.
