I've hit a mental block with my Raven Guard as I've been unsure as to what to add next although I have now come to the decision that I want to add another contemptor of some kind and a flyer of some description. The only issue I'm having is that I feel that I'm lacking in ways of dealing with mass infantry units but as the XIXth don't use anything like that in the fluff I've resorted to starting a 3rd legion.... (I swear this hobby will consume me one day) and as I've been eyeing up the Sentinels of Terra for a while and Dorn has just been released I thought there was no better time to start. What I plan to do is start with an allied detachment to emulate the company commanded by Captain Noriz who joined the XIXth's guerrilla war during the events of Deliverance Lost with the aim of eventually expanding them into an army in their own right. Currently I am in possession of a box of plastic MKIII marines and a character which I can convert into any power armored HQ. The character will likely be a delegatus with a storm shield and power fist but I'm torn between building a tactical squad or a veteran tactical squad with two heavy bolters and using the delegatus' right of war to make them troops. Based on what I have in my Raven Guard and what I want to do with my Fists in the future, what should I build them as?
Below is my current Raven Guard collection. Sorry for the poor formatting as I've copied it from battle scribe.

A couple of things I thought of, as an Imperial Fists legion player.
1. You'll need to keep in mind that to use a Vigil Pattern Storm Shield, your character needs to be in Terminator armour, generally considered of either being Indomnitus or Cataphractii as is written in the rules.
2. A full marksmen Veteran squad with heavy bolters really benefits from the Fists legion rules, as bs5 rending weapons are a solid choice.

I had another read through of the rules last night and noticed that, which threw me a little as polux comes with a shield, so I plan on running him with a boarding or combat shield (or possibly a refractor field represented by a shield) I also realised that a delegatus cannot be taken as an HQ for an allied detachment as they have to be the warlord (which is completely absurd as it's exactly the role the delegatus is supposed to fill) so I'm left with the option of going for a praetor or a champion but not using veterans. If I use a praetor does that mean the allied detachment has to have at least 1000 points or does the rest of my army count towards the extra thousand points limit? I'm assuming the former. In which case I cannot even use a praetor to field veterans as troops as I really wanted to have a squad of vets with 2 heavy bolters.

The Master of the Legion rule limitation specifically states this counts across all detachments, so as long as your force is at least 2k you are fine to run a Praetor as your Allied Detachments HQ, and still get those Vet Tacs.
Good to know as I don't have my book to hand at the moment, thanks!
I guess I'll be building a budget praetor and a vet squad with two heavy bolters then.
