I've been toying with the idea of a Fallen army. I tried to build it using models that could be used either under the CSM Codex or Dark Angels (Granted I know they actually wouldn't work together but hey why not). I decided to use Alpha Legion because of the -1 to hit if greater than 12 inches and because I could spend CP to infiltrate the "Fallen". The issue I have with the actual Fallen is both them and Cypher don't have enough support so i figured Chosen infiltrating with plasma guns would be the next best thing and decently fluffy. Let me know what you guys think.

I like it. Ive been playing fallen this edition using alpha legion rules too. Looking at your list i would recommend replacing your csm troops with cultists.
From a fluff perspective this works, because fallen are always corrupting planets and leading uprises. From a tactical perpective they are also much better than csm for what they do, cheap objective holders and the ability to drop 40 right in front of your enemy which can then recycled for two CP with tide of traitors if they look like they are going to be wiped out. Also your dark apostle really would go nicely with the cultists giving them 9 ld and reroll hits in close combat.
Have you considered a daemon prince or are you going with a more loyalist fluff?
If you want fluff support, the new DA codex talks about Marbas, a DP who freed luther from the rock and is leading thousands of reunited fallen in the eye. The reason i say this is because DPs are a must have this edition for HQ choice. Your bikes would also make great screening escorts for a DP with wings.
Id love to hear how your list is going if you have had a chance to test it yet. I have had quite a lot of success with mine so far and its such a fun fluffy army to play with!

I would drop one of the biker squads and add some ablative wounds to those Havocs. That's all of your long-range AV tied up in a 5 man unit.

Otherwise... you have a lot of plasma. I like the list from that standpoint. I wish there were more things to buff your troops, or that you had more CPs for VotLW.
