If you jump (or psykick power) does the unit count as retreat?

Agreed. You didnt declare you fall back.

If it's an effect that allows you to move "as if it were the movement phase" then you have to "fall back" to move while "in combat".

if it's a "remove the unit from the battlefield, and then set them up [...]" effect then they have not declared a Fall Back and so suffer none of the negatives of doing so.
