I've been wondering if any companies have made gaming systems that are 'open' enough that anything could be used to represent a unit, even an action figure.

Don't you judge me. We've all got a few. I've got boxes of GI Joes, and I thought it would be fun to find something to do with them other than display them on a shelf (a tedious task when you constantly have to pick them up because the cats feel like seeing who is airborne qualified). It'd be a neat break from the upcoming league starting this spring (and hopefully ending by July). It'd also give me an excuse to go buy a bunch of stuff and convert it into larger terrain.

I had a GI Joe board game as a kid that was like a skirmish game. And you could replace the cardboard cutouts with the action figures. Commando Attack I think it was called.

As long as there's, you know, sex and drugs, I can do without the rock and roll.

At the end of the day, minis are purely representational and generally can be subbed out for other markers. The biggest issues with action figures is going to be scale, so you will want to use something scale agnostic or otherwise doesn't fiddle with "true" LOS (uses bases, fixed ZOC, etc.). I would suggest something like Crossfire or Chain Reaction.

Giant Monster Rampage, and my next version of the system called Giants has always been designed around using action figures.
