First list?
Not too shabby...
With that said though; boy does this have some issues. Please don't percieve this as overly harsh; list building can be a steep learning curve and I want to help you.

The Devastator Squad are solid, I always like to start with a positive. 7 men strong; 2 ablative wounds, with 2 lascannons firing down range and the heavy bolters engaging a different target. love it. very thematic for Imperial Fists.

Likewise, the razorback armed with twin lascannons is a good pick. as the only "real" armour in your list be prepared to lose it turn 1 /maybe 2 if your opponent has a short range army or a BAD lack of anti-tank/ mortal wound dealing weapons. solid.

after this point though.... things become a little ermmm sloppy. we can work with what you have here though, I cannot stress enough that for a 1st list back this is promising.

Off the start line we have a 10 man tactical squad, it's not optimal, but yanno what? it's not too bad either. if you can't afford a combi-plas to pair with your plasmagun, at least the storm bolter's range synergises nicely with the plasma.
-Marine players generally don't use 10-man squads. we have good leadership, more troops slots means more detachments and therefore command points... but all is FAR from lost.

You may notice that 5 power armoured chums costs the same wherever they are found in your list. check it out? those 2 ablative wound devastators are the EXACT SAME cost as ablative wound tacticals.... so heres what we're gonna do.

1) remove the second half of your 1st tactical squad just like you would combat squading; heavy bolter and 4 tactical marines. BOOM you got a devastator squad. now there are 2 ways you could go from here. the first option is to divide the weapons and numbers as evenly as you can to stop your opponent being able to focus down your heavy weapons with one unit kill. the second (and what I would reccomend) is to trade a heavy bolter and tactical marine for the 2 lascannon bearers. this gives you a 5 man unit with 2 lascannons to camp in the backfield, and a seven man devastator squad with 3 heavy bolters that can claim the midfield slowly advancing and supporting the tacticals, or camp out in a terrain piece and murder hordes plus you get the joy of promoting a basic marine somewhere to a devastator sgt.

the tacticals are a hot mess to be honest. they can't decide if they're static or moving... witha delivery system in the last edition maybe the bottom melta squad would've had a place? but right now they're in an awkward position. squad 2 is a hotter mess still, seems to think its a 2nd? edition razorback xD -no this ain't gonna fly. one of my favorite units in the game is a humble 5man tactical squad with combi-plasma and plasmagun. the more I read this the more I confuse myself..... Ill' be right back

Also obvious stuff I didn't mention in post 1, too many relics brother. don't waste precious command points on a shiny chainsword and armour for librarian? pick one. personally i don't feel the libby needs extra armour he's safe enough.

Thanks for the lengthy response. To sum it up, I should be looking to keep tactical squad at five members, and take more devastator squads to maximize heavy weapons?

Hey there buddy;
Let's try this again.

LONG story short; using only the models in your list, I would reorganise as follows;

Devastator Squad w. 3 Lascannons, bolter marine, bolter sgt

Devastator Squad w. 3 Heavy bolters, 3x Bolter marine, sgt chainsword n bolter

Tactical Squad w. Combi-Plas & Plasmagun, 3x bolter marine

Tactical Squad w. Combi-melta & Multi-melta, 3x bolter marine

Tactical Squad w Power Sword & Storm Bolter Sgt.

-----------------------------------------------
everything else as is. lose 1 relic so you're not paying command points for the second.

-other things to consider are that Assault marines are sub-optimal in 8th; does this squad even have jump packs? if not, I'd take them as a company veterans squad, and promote a lieutenant to captain. this will allow them to tank wounds for him, and his re-roll aura will be most welcome in the backfield near the razorback and triple las dev squad.

-Hope this helps; DM me if you need anything?
