Simply put. Could character without outflank special rule join unit that's outflanking? Rule stated if unit contains one or more model then it can so seems so but could swear the rulebook faq said something about it but which way I can't remember and can't seem to find last version of it.

Infiltrating units/IC's had extra limitations but whatabout outflank? Especially if outflank isn't conferred by any other special rule like scout/infilrate.

IIRC outflanking with an attached IC was fine.

Ah found the FAQ and here's the entry that I was remembering:

Q: Infiltrate rules state that an Independent Character without
Infiltrate cannot join a squad of Infiltrators. Does this mean a
squad that is actively Infiltrating or just any unit that has the
Infiltrate rule? This matters for things like Outflank (granted
freely by the Infiltrate rule) and Infiltrate units that have
Deep Strike.
A: An Independent Character without the Infiltrate
special rule cannot join a unit of Infiltrators during
deployment, whether they are Infiltrating, Deep Striking
or Outflanking. They are free to join units as they wish
after deployment.

So as long as the unit doesn't have infiltrate seems I'm free to join non-outflank model into outflank unit. Good. For next 30k tournament was thinking of putting delegatus(which I'm required to field to use recon company rites of war which is why I can't use the scout-HQ) among the outflanking reavers(who have outflank but no infiltrate). And indeed convert new model in reaver look for added fun.

Sounds good. Just checked the HH rulebook (as this isn't technically 7th ed, if you are playing 30k) and seems the same.

So outflank is ok, infiltrate is not.

Which works just fine. I could get infiltrate HQ by vigilate in scout armour but that's 4+ armour save so not good match for reavers anyway. That I reserve for recon squads(who for some weird reason can have sergeant with artificer armour and power fist while vigilate can't have either. Go figure. Recon sergeant options are too lax there)
