This one is a quick and dirty proposal:

For every Mek included in an Ork player's army, that army may take one VEHICLE from any other faction in 40k, paying normal point costs, with the following changes:

-The vehicle replaces all Faction Keywords with ORK and LOOTED. Ideally, the Ork player will actually cross out the original faction keywords and write in green marker. (Green iz best!)
-The vehicle reduces its BS to 5+, ignoring any degrading BS stats otherwise. (Hey, it's not like it can be damaged any further!)
-The vehicle gains the Don't Press 'Dat! rule: Whenever the Ork player uses a Stratagem on a Looted vehicle, it immediately takes a Mortal Wound.
-The vehicle only has access to Ork vehicle upgrades (assuming they're added in the codex of course).

Seems potentially broken, but I can't think of any off-hand examples that would, you know, ACTUALLY break this.

A Looted Knight would be cool, but hardly game-breaking.
A Looted Baneblade (or variant) would be even worse, since it relies mostly on shooting, not CC.

I dunno. Question, though-let's say I loot a Land Raider. Can it transport Orks?

Ah right, good catch. I forgot that vehicles have explicit restrictions on what they are allowed to transport. I would imagine that the answer should be to replace all Faction Keywords in the special rules with ORK, with a clause that "Models in Mega Armor count as having the Terminator keyword for determining their eligibility to be transported."

I'd just say count grots as 1/2 a transport slot, Boyz and the rest as 1, and Mega-Armored peeps as 2.

I guess. *shrug*. I don't like the idea of it being an exception to the Looted vehicle as a rule, especially since certain transports (ex: Stormravens) may have unconventional transport ability.

That said, whether a Stormraven can transport a Deff Dread/Kan is another Kan (ha!) of worms. Gork knows that the Stormraven shouldn't be transporting a Gorkanaut, despite it being a Walker.
