An example would be how the "Bork'an Sept Tenet: Superior Craftsmanship" interacts with the Stormsurge Pulse blastcannon, does it increase short range to 16" or does it only affect the max range of last profile bumping it 36"?

The bonus only applies to the profiles that the Tenet affects. Since every profile on the Pulse Blastcannon is Heavy, the Tenet affects all of them. Remember, each profile is totally independent from each other, unless otherwise states (such as Imperial Combi-Weapons).

A quick skim shows there are no split profile weapons for the T'au that only partially benefit from the Bork'an Tenet, but if there was, for example, a weapon that had an Assault 3 and a Rapid Fire 1 profile, the bonus would only apply to the Rapid Fire profile and not the Assault profile.
