This is legit. All the free relic cares is what faction your Warlord is from, not that it's in any specific detachment. He wouldn't have access to Custard stratagems however. Since he has access to Astra Copywritum Stratagems, he can pay
CP to get relics from them.
He's paying 4 command points for the privilege, so it's all good. -1 for the Custard, -3 for the Astra Copywritum relics.
The Death Guard
FAQ gives us precedent:

A: Yes. The only requirement to have access to Stratagems is that you have a Detachment of the appropriate Faction. If you have a Death Guard Detachment, you have access to their Stratagems.
