All this clocks in at 1995 points. Running Pride of the Legion. Deploying the Damocles in the center and driving it up to the end of my deployment zone. The Quad Mortars will deploy in the back and use nuncio voxes to chop up infantry and light tanks. Machine Killer vets drive up one flank to try to zap light armor. Then, outflanking vets pick off tougher infantry. Praetor and Command Squad jump around to fight Tougher Infantry (thinking about giving them power swords and axes. Librarian casts either Telepathy, Telekinesis, or Biomancy and just becomes a target to soak up firepower and be a distraction. Roboute will walk up with the Machine Killer vets and give Land Speeders either Impacable Advance if I’m playing an infantry heavy army, or Tank Hunter it’s a Tank Heavy army. In turn 2, Land Speeders deep strike such that they don’t scatter due to Damocles or Nuncio Voxes. I’m not sure if this army is particularly strong but would like to hear feedback

I'm not an expert by a long shot, but here are some thoughts:
- You have a lot of points in characters, which I don't think you need.
- Remember that shatter shells aren't barrage weapons, so they don't work with nuncio-voxes.
- There's a lot of reserve manipulation going on, and not really a lot to benefit from it. The Damocles is an expensive buy if it's only for the speeders.
- Your veterans are kind of in a strange spot. They will shred any normal marines, but will get butchered by most dedicated close combat squads in return. I don't think kitting them out for close combat is a sound investment.
- Guilliman needs a bodyguard squad, and probably a transport too. Even primarchs don't tend to survive focussed fire from the entire enemy force, which is what he'll draw. Suzerains are usually a good bet.
- You intend to have Guilliman accompany the veterans, yet thay have a DT that he doesn't fit in.

These are just my thoughts, though. I'd say: try them out at some point, see what happens. That'll probably tell you more.

Again, not an expert but a primarch at a 2000 point game is really top heavy. REALLY top heavy. Your enemy will probably have board control (unless they're IW or something), and you don't have a good way of escorting or moving Gulliman. I recommend you add in another 1000 point or take out Gulliman.
