So, I was wondering if Eldar and Dark Eldar ever have relationships and/or get romantic with each other. They are basically the same species, but the Dark Eldar are not psychically connected, and I'm not sure if that plays a part in their procreation and ability to have relationships with each other.

I can't actually believe that even if it were possible for them to interbreed, a craftworld Eldar seeking perfection to overcome the failure of his race and to save his soul will absolutly avoid having to do with depraved dark eldars in the first place.

Dark Eldar and Craftworld Eldar are the same species so it wouldn’t be interbreeding, it would just be breeding...
They also can move from one to the other. One of the novels has a striking scorpion who used to be a dark Eldar, and another has a Craftworld Eldar becoming dark.
They could totally be romantically involved

Yriel is hinted at in the novel Valedor as having mixed parentage, with a Dark Eldar saying (on p. 176) "..mother's home is a haunt for milksops who will not reach for father's sword." I.e. he is saying Yriel's father is from Commorragh while his mother is from Iyanden.

This. Yvraine was born on Biel-tan, became a corsair later on, and finally a fighter in Commoragh.
If some Eldars can go from being Craftworlders to Dark Eldars, then surely cross-faction relationships are possible.

Dark Eldar should be genetically compatible with their Craftworld counterpart, so interbreeding is possible. That being said, the only plausible scenario is the because of rape.

5th edition trueborn are caled this because because their are born. The rest are grown in wats or are clones, or so it is implied. Dark Eldar are not the romantic type for the most part, but it happens.

They're just different cultures of the same species and they do interact with each other peacefully, some individuals even transferring from one culture to another. They obviously can develop relationships with each other, just like humans from different cultures can.

I second (or I guess third?) this.
Eldar live for so long that it is entirely possible for them to spend entire centuries as various different "types" of Eldar.
While most probably do remain with their own "kind" as they go from path to path, there are enough examples in the fluff of individuals changing from CWE to DE, and even back again that it seems common enough.
At least common enough for it to not be a big deal or surprising to other Eldar.
It is probably rare for a Commorite to go Craftworld due to the higher social restrictions they'd have to abide by, but it can and has happened.
What seems to happen most often is a CWE breaks free of the rigid CW society and becomes a Corsair. From there it isn't a far jump to become a DE.
And Harlequins are "recruited" from any and all types of Eldar, even Exodites.
So to answer the OP, absolutely 100% there is "cross" breeding between Eldar. Just not as much breeding in general as humans.
