So, I am pretty sure that Lord Commissars outrank Tempestor Primes, but do Tempestor Primes outrank Commissars? Am I wrong completely?

Commissars don't typically outrank anyone, they're outside of the chain of command of IG and Scion regiments, they have an internal hierarchy (Cadet, Commissar, Lord/Lady, General) but that's it.

Commissars rank is above everyone and yet not. There authority is unmatched, and they have ultimate rank over guard and other regiments there asigned to.

However they also do have to be a little careful. If you exacuted general etx you may have to answer to your own command like a lord commissar. Like inquisition. They may not answer to officers but they will have to answer to own semi floating informal ranks.

Commissar can't order people around, they're here to make sure orders are followed, but they will not start underlying officers by ordering Guardsmen around and screw the whole battle plan.

A Commissar can never order anyone around. They're technically civilians.

What they are empowered to do, is execute officers for crimes [Real or imagined] against the state. In such cases the Commissar will assume the duties of the officer they found sufficently... Wanting, until such time as the central government provides a replacement. When a commissar is acting with the authority of an officer they've executed, they have the ability to issue orders, temporarily, according to that rank.

Try to ignore GW's bizzare Hogwash with "Lord Commissars" Being in charge of anything. That would only happen on a temporary basis following an execution.

Commissars who have been given a battlefield or otherwise millitary commission, [Such as Colonel-Commissar Gaunt, for example.] Are a different Kettle of fish as they are both Commissars _and_ officers, and have to do the job of both at once. A Lord Commissar, is in theory, just a fancier Commissar who can boss little commissars around, and would be nominally attached to more important officers.

This, in a nutshell. Although you have the added complication of the fact that the Commissar handbook more or less has a contingency for removing any officer from any command in any given situation. Which means that if you issue an order the Commissar thinks is idiotic or fail to issue one he thinks is necessary, he can tell you to what to do, or be removed from command. And then do what he likes anyway.

For example, if you refuse to order a mission to assign him a platoon to attack a house full of heretics, he may well decide that you must clearly be temporarily suspected of being in league with the heretics. So he'll order the troopers to lock you up for a week whilst he takes care of it himself. If it's a low ranking officer like a Captain or Major, he wouldn't even get a rap on the knuckles if the order was a sensible one. It gets more complicated with senior officers, but the result is that your average lieutenant will do whatever the Commissar says; on the basis that the Commissar will simply do it anyway if you refuse.

I believe commisars more to be like political officers in the soviet army they are there to make shure that:
A: The army unit does not go traitor
B: The army unit follows orders to the fullest extend
C: The army unit morale is gud (by shooting the producers of lowered moral?)

He has no authority over the troops (unlles he has a actual military rank like Jarrik or gaunt) the only authority they have is for the imperial statusquo

Quite LITERALLY the political officers from the Soviet Army.
