Hey everyone. I may be running my first Rogue Trader campaign soon-ish, and two of my players have expressed interest in playing Eldar and T'au characters, respectively (in particular, a Ranger and an exiled Earth caste. While I may end up instituting a "one xeno per party" rule, are there any resources/supplement books that can provide character creation rules for either of these races?

There are indeed rules for Tau characters - check the "Rogue Trader Tau Character Guide", used to be on FFG's website. Probably easy to find a PDF of it.
As for Eldar - there are rules for Dark Eldar player characters, but no "regular" Eldar, I believe. Most likely since those would be too ridiculously OP.

Let me give you this advice from a longstanding and experienced Rogue Trader RPG GM:
While a cool addition in the hands of a truly skilled/good roleplayer, in most cases Xenos PC's tend to MASSIVELY imbalance group gameplay in RT. Be warned.
