DISCLAIMER: I am not a master of this game by any means and am just putting my opinion out here! Feel free to add some advice of your own!

Despite what some people say about it being a weaker army, in my opinion it’s not, IF done right. It doesn’t allow you to have a Heavy melee or heavy ranged army, it benefits if you take everything in moderation.

Let’s start off with the basics:
Interlocking tactics allows you to reroll failed to wound and Armour Penetration Rolls of a “One”.
It also allows you to reroll failed charge rolls as long as the opposing unit is locked in combat.

However it is not all good and chummy on Macragge, if all your HQ units are killed, your opponent gains +1 VP. If your warlord is killed, ALL units (except IC and units joined by an IC) have to take an immediate Pinning test.

So, if you do not plan on using Logos Lectora here’s what I’d suggest, I’ll explain on using it after this section.
If you do not take Logos Lectora, I’d suggest using Pride of the Legion.
I’d suggest taking:
A beefed up Praetor with a jump pack
A Siege Breaker (to give Medusas and Rapiers phospex shells)
2x 10 man squads of Veterans (Your choice of Machine Killers or Sniper/Outflank) in Rhinos, with melta bombs and nuncio vox
•if Machine Killers: dual melta guns as special weapons
•if Sniper/Outflank (Currently blanking on the official names): take dual heavy bolters
1-2 Assault Squads, 2-3 of the marines have melta bombs
2-3 Rapier Batteries (Phospex and Shatter shells)
1-2 Medusas (Regular and Phospex shells)
0-2 Outrider Squads (Power Weapons or Melta Bombs or both depending on what you want them to do)
2-3 Deathstorm Pods (Take Drop Pod Assault)
Now in my opinion Guilliman would be a good choice with a 5-10 Squad of Invictus Suzerains in a Spartan or beefy Land Raider. Honestly, primarchs are really good overall but they are a massive investment and bullet magnet. If you don’t want to take him, instead take:
0-1 Primaris Flyers ( equip how you want)
5-10 man squad of Legion Heavy Support Squad with Missile Launchers with Flakk missles

The method behind this would be to drop the Deathstorms behind enemy lines and get some hits on units to slightly weaken them. Use the Medusas and Rapiers to chew up heavy infantry and scratch heavier vehicles. If you go the Guilliman route, drive him up to get him into the fray as fast as possible. If you go the No Guilliman route, use the Missle Launchers to rip up light and heavy tanks. Battle smith joins the Rapiers to give Wrecker and Tank Hunters to them. Outriders clean up on the tanks while the vets (whichever rule you take) shoots at any model heavy squad. The Assault Squad and Praetor will jump around finishing off any squads that have taken casualties. Flyer will go around firing at anything that can hit it first, then fire indiscriminately at anything when it comes in.
Pretty much the whole point is to drop templates all around the battle field to gain the reroll of a one to wound. If the Assault Squad doesn’t finish something in the turn they charge, the vets will come in and finish the combat while the Praetor Hits and Runs to another target. The Phospex is to play around and be a constant thorn while also being a middle finger to the Geneva Protocol

If you plan on taking Logos Lectora, this wouldn’t really deviate except for:
Exchange the Battlesmith for A Master of the Signal. However, the Logos Lectora allows for the Master of Signal to take a Damocles Command Rhino as a DEDICATED TRANSPORT rather than as HQ choice.
Exchange the Deathstorms for a Leviathan Dreadnought with preferably a claw and graviton cannon or storm cannon
Replace the Veterans with regular Marines in rhinos, you’ll need 3 of these as you must take an additional compulsory troop choice.
Tactically wise the idea would still be the same, drop templates and mop up. However, Logos Lectora allows you to choose what additional tactic you would like to use during your and your opponents turn. You can have either:
Reroll Run distances
Shoot at BS2 if you get charged AS LONG AS YOU DO NOT MOVE
All units gain Counter Attack
So this means that if you don’t want to use rhinos, this allows some flexibility on how and where you want to move.

Hope this helps somewhat!

Siege breaker won’t work on rapiers, as they are artillery not infantry as his Special Rule stipulates.

Phosphex is the way to go for easy wins and boring games.

Any army can win with lots of Phosphex.

Side note: Using Phosphex does not make your army great, it just makes it easy mode with a big red "I WIN" button on it. Don't be that guy. Please.

Ultramarines are a great legion IMO, the phosphex can be brutal and Quad Mortar phosphex is just broken and we all know it.

In a friendly setting, I’d believe in more of a fluffy and fun list to play that won’t knock you out in the first 3 turns.
However, in a tournament/competitive setting, some players don’t really care for fluff and will build stronger lists. As in my primarch situation i mentioned in the OP, their a massive investment and can really only go for one or two targets in a turn. If you can shut them and surrounding units down, it’ll be a burden lifted off your shoulders. One hole i see in this is fighting against Legions geared for deep striking. So stick a cheap unit with them tie up the deep strikers in combat and have another unit to come in and attempt a rescue. If you fight Night Lords, you also have to deal with their cover saves (Not sure if Phospex has Ignores Cover). Any Legion that also has big guns can consequently target your big guns, so the nuncio voxes allow your artillery to stay hidden and not scatter as long as the nuncio vox can see the target.

you dont get to re-roll 1s with templates and using Phosphex is for chumps. Phosphex on Medusa's is a waste of points too.
