There are a lot of steampunk games/minis that come around, but I've never seen any of them stick. So if you're doing a small shop with custom minis - perhaps you'll get some business. But don't invest in making a big game, etc.

The market seems to be really small.

There are a lot of "Nazi Orc" minis producers out there, so either that market is tapped out or it is insatiable. Also, there's a Kickstarter for some kind of dwarfs every twenty minutes, so again either tapped or untappable. I'd suggest taking some of your favorite designs and posing them as the final minis will be posed, and then asking what people like; like musicophiles who no longer care for bands or records but for songs, gamers seemingly tend to gravitate towards specific minis rather than general concepts.
