My understanding of the rules on scouts was this: you set them up more than 9” away from your opponent during deployment, therefore there is nothing stopping you from moving 6” and then charging on turn one. Is that right?

I read the 1d4chan Blood Angels tactics article and it suggested that you should equip them for shooting rather than melee because they lacked the mobility for a reliable turn one charge, which seems like an odd statement if my interpretation of the rules is correct. Am I missing something?

It also has to be more than 9" from the enemy deployment zone (Codex Errata). Since your opponent can see you have scouts in your army before deployment, they (should) deploy so you can't get a T1 Charge in, and also set up to blast them to dust if you try. If your opponent can be charged turn 1, it's because they LET you charge them or they made a horrific deployment error. Also scouts will melt in combat to anything except Fire Warriors.

Blood Angel scouts with red thirst and a decent weapon on the sergeant will beat chaff infantry screens, which is all i want them for really. I want to clear the screens so my heavy hitters can deep strike into good positions on turn two, so if they deploy further back to avoid being charged then the objective has been achieved.

If that's what you want them for and you're confident that they can bog down or kill the chaff then go for it. If you go first then move 6" then you just need to make a 3" charge if they've been foolish. If they haven't then, like you say, they have had to move out of your way and adapt to your strategy so that's a win too. And if it fails terribly several times in a row, leave it. But in theory it seems pretty solid for dealing with a chaff unit or two ahead of the main thrust.
