Not quite. The Close combat weapon entry on page 183 of the big rulebook only mentions range, type, strength,
AP and damage. No special rule that grants the extra attack. This is the basic close combat weapon every model is assumed to be using, unless it is specifically armed with something else (like the chainsword that does grant the extra attack when the model uses that).
Now, if you meant that (just about) every faction has a specific close combat weapon that grants the 'extra attack upon use' rule, that would be more accurate.
