Couple things:
Why only power armor units?
What is your game plan? Chapter tactic, relics, etc ?
A chaplain is an hq that gets used with close combat units. He isn't doing anything for you in this list.

Either list them as 5 man squads or 10 man squads, but pick one.

I'm not sure a chaplain is worth it for a gunline. And jumpacks almost definitely wont unless you're looking to use them as a rapid response. But we will be better off knowing which Chapter you plan to use. For example, Imperial Fists and Dark Angels both make good gunline chapters. But White Scars would be rather poor for it.

So instead of a Captain and a chaplain with Jump Packs, go with two Captains and no Jump Packs to take advantage of the Aura?

one other fix; your First? Dev squad has too many heavy weapons dude... 4 max. distribute them however you want when you combat squad but there can only be 4 whether the squad is 5 or 10 men strong

As above, chaplain is awesome model, but maybe outta place here... i'd consider a jump lieutenant in his place?

Tactical squads have a good loadout, I dig em
