Eventually I want to get involved in playing AoS (maybe next year when I save up enough money after the 40k Ork codex steals my wallet). However, I've never played fantasy or even read the AoS rules. I'm not even sure what books I need to buy in order to get the rules! So wondering if someone could go through what i need to buy as a player to be up to date on all the AoS rules.

Secondly, I want to talk factions. I'm not sure how the game plays so I don't know what to start off with. I've played 40k for a long time so I'm not an entirely new person to the wargaming role so i don't want to just buy the usual Human Space Marine kinda race. Two races that have my attention is the Lizard men dudes and the Skaven. They both seem interesting in terms of the little bit of lore I ahve done, the look of the armies and so on. However, I have no idea how they play so was wondering if people could discuss below or even send me some link (links to lore and stuff would also be great).

Finally, if I was to collect thes armies what would be the best place to start? The start collecting boxes look good but I have no idea if they are. XD

The rules are free and can be downloaded from the GW site.
All unit rules are free in either the website or in the AoS app.

The General's Handbook is an annual release and expands/alters the rules (like Chapter Approved did). As it's an annual updated release and you don't want to start right now, don't bother. 2018 version is coming this summer, buy it then or buy it when you really want to start playing.

Seraphon (Lizardmen) are a 'completed' army. They likely will never get another release.
That said, they really don't need to. They have tons of units and not many old and bad looking kits.
If you want to start them, the Start Collecting! would be a good entry point.
They also have a Battletome (Codex), but as it was one of the first, it only contains fluff and the free unit warscrolls. So it's not really needed.
Their army special rules (allegiance abilities) are included in the General's Handbook 2017 (and likely again in 2018).

Skaven are in a weird spot right now (as many other old WHFB armies).
They are split into multiple factions, and only Pestilens and Scryre could be built into a coherent force.
If you want to play Skaven outside of that, you have to play them as CHAOS. Which has its up- and downsides.

If you're looking to play Seraphon, Clan Skryre, or Clan Pestilens, I'd recommend looking at GHB 2017 since those three armies have allegiance abilities and artifacts in that book. Seraphon also have a couple formations in there.

If you're interested in background for Seraphon and Skaven, the novel Clan Pestilens has both factions in it and is a great book.

I'm a 40K Ork player too (been playing since 2007) and I actually picked up a Seraphon army for AoS around 4 months ago. They obviously play quite differently to my 40K guys, but I really enjoy my dinosaurs. The good news too is that the Start Collecting Seraphon box is ridiculously good value, so starting them up is relatively cheap.

Now, as to how they play. Seraphon have Bravery 10 across the board (exactly the same as Morale) which means they can suffer light losses without any fear of models running. Seraphon work best with synergy; unsupported units don't tend to perform especially well, with some exceptions. You have a lot of heroes that can buff things around them. My personal favourite is the Skink Priest with Priestly Trappings. Roll a D6 each turn, and on a 4+ every unit within 8" can reroll saves, run and charge moves. Can make or break a turn when it goes off (or doesn't!).

Seraphon get one of the best allegiance abilities out there in Lords of Space and Time. This lets you select a single Seraphon unit each turn and roll a D6. On a 1, it can't move. On a 2-5, you can deep strike it anywhere on the board 9" or more away from enemy models, and this counts as its movement. On a 6, deep strike it as above except it can also move. Rolling a 6 thus all but guarantees you getting a charge off, but even 2-5 can get a clutch charge happening, especially if your Skink Priest gives you a charge reroll. It's also extremely easy for Seraphon to grab objectives thanks to this ability.

There's also very little in the army that could be said to be bad. Seraphon army lists are extremely flexible, with numerous different playstyles working together. We have some excellent battalion warscrolls (think formations) that you can theme a whole army around. My current favourite is the Sunclaw Starhost, which is a Sunblood (basically a Warboss) and 3 units of Saurus Warriors (think Slugga Boyz, but they ignore Ap-1 and they don't have as many attacks). The Warscroll gives them all an extra attack with their bite (pretty nice) and all their melee weapons get Ap-1 (bloody AMAZING). Give my Boyz that thanks GW!

Sylvaneth were the first battletome with allegiance abilities, so it's definitely worth getting.
It's also very unlikely that the battletome is getting an update in the next years, so if you want something to read while you save money, buy it.
The have good synergies and some great units (Kurnoth Hunters for example)
The SC! is also very good value.
You need lots of wood scenery for them, there is a 3 or 4 piece discounted pack coming up soon.

sounds like a fun race. I'm being super careful right now because I remember starting 40k and for the first few months having no clue what the hell was going on. At one point I almost quite because it was so confusing. But now I own a lot of Orks and I love the game! So just want to kinda understand everything before I invest my money into it.

My huge problem as well is painting. i like to have well painted units and won't play without them (I'm that guy but only for my own models... i don't care how other the other persons models look). So tall the scales and stuff look very hard to paint. XD I suck the post at highlighting which is what there tend to be a lot off.

If you're looking for easy to paint, Sylvaneth is definitely something you should look into. A base coat of Dryad Bark, wash of Agrax Earthshade, dry brush of Sylvaneth bark, and a second dry brush of Terminatus Stone. Bam! Done. Paint up the leaves and decorations later as you have time. They're kind of like Necrons. Quick and easy to get up to tournament standard, but you can really make the models pop if you spend the time on the details. Note, though, that they are also like Necrons in that they are easy to paint but have lots of thin, fiddly bits to handle when assembling.

Seems to me AoS is best played with a really cool model. One thing this game has that 40k doesn't is a Primarch equivalent for every newer faction.

Hell, you can go easier than that.

Spray Corax White->Agrax, Seraphim, and Nuln washes layered in watered down forms and you've got a really good look for the majority of the model.

Every time though the skaven pull me back in.. i've loved them ever since I played vermintide 1. XD dammit! I've got a while before I'm back in England with a full time job so plenty of time to think about it... but I have a feeling my partner is going to scream at me when she sees my bank statement. XD but I always live by the rules: I either spend it on crap I don't want or crap that lifts my spirits. We all die and I'd like something my children can enjoy if I ever have any. XD
