I'd echo what LunaWolvesLoyalist said: Reavers are overpriced, and you really need to know what your SoH are going to do on the table. I'm not talking specialization or anything. If you make a close combat army, then it needs to be a close combat army. If you want an armored column, it needs to be an armored column. Some Legions can go a multi-role, Jack of all Trades list and do very well (Imperial Fists and Ultramarines come to mind). Others are very specialized, such as World Eaters or Emperor's Children. Sons of Horus can do a lot of things depending on the units taken (none of their special units really specialize, but can be built to fulfill just about any role), and the Rite of War. What I mean is, when you look at World Eaters for example, all their special rules are geared towards assault. Their special units gain bonuses in close combat. Their RoW help them in the Assault phase. You could build a shooty or vehicle heavy World Eaters list, but you would be ignoring all their Legion Specific rules.
The Sons of Horus Legion Rules are not focused on one particular phase of the game turn. You get +1 BS at less then 12", so you want to get close and shoot at short ranges, but you also get a bonus for outnumbering your opponent in close combat, so you tend to make all your units with a lot of models in them. You can reroll reserve rolls of 1... so the Legion Specific rules for SoH look to be all over the place until you start focusing on a particular aspect of them. +1 BS at 12"... hmmm. Support squads in Rhinos that move up, jump out and unleash Volkite hell? How about Reavers or Veterans using Outflank? Reroll that 1 means they have a very, very small chance of not showing up on the battlefield, and outflanking should allow them to get within 12" of someone for that +1 BS. Instead of five Justarian Terminators, you take 6-7, and you give them Power Mauls or Lightning Claws instead of P-Fists/T-Hammers so they can strike another Terminator unit at I4, and then hit them again at I1 before their P-Fists hit you. Side note: I like to arm my Sergeants with Lightning Claws just for this contingency in challenges. Maybe you want to load up a Stormbird and Fireraptor... then that reroll Reserve Rolls of 1 could come in handy.
For the Sons of Horus, just think about how you are going to use something and what it's purpose is on the battlefield. While that's important for any army, it's more so for the Sons of Horus.
