Are there any factions in the Warhammer 40k universe that you think should under no circumstances have their own rules ever? Let alone a whole codex?
Would you like to make some anyways?
Name says it all, this is a fun thread to come up with rules for things that really shouldn't be represented as their own faction on the tabletop, whether because they don't operate in a battlefield role, they are far too unusual/insignificant to ever make major appearances, or because they just plain aren't meant to be in combat situations.
To start us off, I introduce Codex: Adeptus Administratum!
The aim of this very lore-friendly codex is to really forge the narrative and capture the feel of being in a senior, commanding position over the resources of the mighty Adeptus Administratum. To accomplish that, the only unit present in this codex is the 1ppm servo-skull, which can only be fielded in units of 1, forcing you and your opponent to both take their actions and target them one by one. This will really immerse the both of you in the book-keeping play-style of the Administratum.
Also, all of their ranges and movement values are listed in millimeters instead of inches, except for a few times when they are in the French pouce, because feth you.
I look forward to seeing what people come up with!

Play this stratagem at the beginning of your movement phase. None of your units may move, shoot, attempt psychic powers, charge or fight. In your opponent's turn, neither can they. If used in turn 5 or later, the roll to see if the game continues automatically suceeds.

If you're in a winning position, using that on T3-4 would actually be pretty powerful haha

Department of refuse reclamation, recycling and resource reallocation. Known as 5R to the conscripted workers, these heroes clean battlefields. Toxic slime, gore, spent shells and piles of guardsmen, all get sorted and removed. We gotta get this blasted hellscape ready for the 11:45 skirmish.
Fun fact! Due to an obscure Union by-law, no skulls are allowed to be removed. That's why there are thousands spread across every warzone.

yeah, given that grey knights numbers about 1000 strong, space wolves about 1500, yeah a 10 thousand strong force very much deserves it's own codex.
To answer the question...I can't think of a single faction. if they have a combat arm I'm all for seeing them updated

Funny I should see this today, I was just brainstorming a new codex:
Codex: Librae Imperialis
You know, the other kind of 40k librarians.
Silenced weapons, mortal enemies with the noise marines and the fearsome Book Wyrms. Probably servitors are basic units, specialised for shelving things and equipped with deadly fumigation guns (gotta get those parchment mites somehow!).
That was about as far as I got; the inspiration came after discovering that failure to return the property of the Librae Imperialis is a crime against the Emperor, and therefore warrants the dispatching of an Arbites retrieval team.

Stratagem: requisition game
Upon deployment of both armies present form 35.2 B to the opponent. If the opponent successful you filled out the form without making any mistakes they win the game if not they lose.
And it's like a seven-page document in triplicate.

Quick-fingered Warlord Moderatus
|
Codex: Planetary Defense Forces
Concept: A leadership-focused army with a crapton of useless characters. Use Guard troops and transports. All Warlord Traits come with something like Knights' Burdens, and they end the instant the Warlord is killed.
Faction rules:
-Systematic Incompetence: Natural rolls of 2 during any phase count as rolls of 1.
-Covetous Excess: You may give 2 additional relics to characters in your army.
Forms of Governance (Detachment Traits)
-Feudalism: At the start of each round, roll D6 for each character. Any character that rolls a 6 gains +1 WS/ BS and Leadership. Any character that rolls a 1 does nothing this turn.
-Democracy: At the start of each round, roll D2 for each character. As long as the 2s outnumber the 1s, all characters gain +2 Leadership. Otherwise, they get -1 Leadership.
-Socialism: At the start of each round, add up each character's leadership. If the power level of the army minus that of the characters exceeds this amount, kill units until they are less than or equal to this amount. Units can shoot instead of fighting during the fight phase.
-Anarchy: If the units in your detachment do not share the same Form of Governance, they get this one. All units get -1 Leadership.
Stratagems:

While they were hilariously broken in 7th ed, they were also one of the most flavorful and enjoyable armies I have ever played. RIP R&H, fluffy enough for narrative play, or competitive enough to harvest tears.

While they were hilariously broken in 7th ed, they were also one of the most flavorful and enjoyable armies I have ever played. RIP R&H, fluffy enough for narrative play, or competitive enough to harvest tears.
They were GOOD in 7th, not broke.

If they make an Inquisition Dex, and it's halfway decent, I will not mind losing Inquisition units from my Sisters Dex.
They do need to find a way to allow Inquisitors to be in detachments with non-Inquisition Imperial forces and still be able to generate CP. (In otherwords, the battle brothers rule shouldn't apply to the Inquisition)
I also want a Ministorum dex separate from sisters- without generic HQ, you can't have more than 1 non-Sister Ministorum detachment in an army, and that sucks. I don't like including non-Sister Ministorum units in detachments with sisters because fluff-wise, it diminishes the spiritual purity necessary to channel acts of faith.
