Yes it’s legal, 3 people including myself have done this for the London GT. The optimal number is 7, or 6 with Magnus.

From a fluff point of view, Tzeentch hates Nurgle, so it's iffy from a fluff point of view. From a purely list building point of view, I don't think there are any issues.

On the Death Guard I would give the two that don't have the plague spewer, the 2nd malific talon. You get more attacks and you can send the two at different targets from your other 6 DPs .
