GW's recent efforts at granting command points to smallish armies (which have had the interesting side-effect of giving tons of command points to armies that already had plenty) have had me kicking around this skeleton of an idea. There are plenty of stratagems that are nice to have but which often get passed over in favor of more reliable or potent stratagems. The marine interceptor stratagem is okay, but is it worth the CP cost? Ditto orbital bombardments. I'd love to toss a haywire grenade out with my wyches from time to time, but am I spending a CP to have a 1/3rd chance of doing nothing?
So here's the pitch:
*CP are no longer used to activate stratagems; instead, you spend CP to unlock access to stratagems during list creation.
* Stratagems are broken up into Minor and Major stratagems. M
* You may active X minor stratagems each player turn (or maybe game round?) I'm thinking X should be 3, but this can be tweaked.
* Major stratagems can be used up to once per phase but only X times per game (depending on the stratagem.)
* Some major stratagems have a number of uses based on how much CP you spent on them. A 1CP version of Forward Operatives might let you infiltrate 1 unit, but a 5 CP version would let you infiltrate 5, for instance.
Optional:
* Make some stratagems cheaper or even free if your army includes a certain detachment. Crucible of Malediction might be a 1CP Major Stratagem for a <Drukhari> detachment, but it might become a 0CP (free) Major Stratagem for a <Coven> detachment.
The intended results:
* Fewer stratagems to keep track of at once. Some people are better about this than others, but it will be nice for some people to have like... 6ish stratagems in front of them instead of an entire deck/book section.
* You'll be able to use an assortment of minor stratagems more frequently. Ideally, these would be things that you couldn't justify spending CP on in the current system but which are flavorful and fun to use.
