Been eyeing and toying with the idea of starting a Slaves to Darkness army, but now am heavily considering it. What do I absolutely need to get started with AoS? Are the rules still online for free? Do I need the General's Handbook?

What do you need?
The rules pdf (free)
The new eddition of the rules pdf (also free - released in june)

Assumption that you are going to want to play matched play like 99% of the world - you'll need the GHB (not free)

The new version of GHB drops next month so you'll likely want to wait until then though past versions of GHB are still useful for scenario material.

By and large? yes. Oh, it has a few battallions but at this point they are mostly miscellania and flavour. The lore there is fairly sparse too.

Its mainly for physical reference and ease of all the warscroll in one place if you aren't using the app.

It has a few battalions in it, but nothing too crucial.

Generals Handbook as auticus said is soon being refreshed for AoS2, if you want to play inbetwen now and then (Like a month tops) you'll want GHB2017 for Slaves as it contains some rules for them.

Honestly, I wouldn't. Yeah, it's got a bunch of warscrolls and a Battalion or two, but I didn't find the fluff or other things to be worth the cost of the book. Especially with very probable updates for Warscrolls with 2.0 coming in June, I'd most likely consider all of the Grand Alliance books obsolete at this point.

I don't know if you have any models yet, but the Start Collecting box is a great way to start. Slaves are a great tanky army. I've started working on mine again, and I'm going in a different direction than when I started. I started with a mixed Slaves/Khorne army. Now I'm going pure Slaves with warriors, knights, and Gore Beast Chariots. Probably 2x10 on Knights, and 1x3 on the Chariots. I have a unit of Marauders that may not have a permanent place in my army.

If you just want to have a little fun while learning the game, download the current 4 pages of rules, and play some open play, have fun, and learn the core rules

The Grand Alliance books were basically the same as the Indices for 40k. You got rules but not much fluff.

I wouldn’t bother with the grand alliance books. A lot of the warscrolls are out of date. Just get the app which is free and contains up to date versions of every warscroll.

Honestly, I'd be okay with that. I really just want the rules.

I'd say to wait for the new edition to drop. We might see updated Grand Alliance books, or we might even end up seeing something like they're doing for 40k with a solid push to update a lot of books right off the bat.

The early books really could use a redo at this point simply because of the lack of Allegiance traits and the like.

Touche. Seems like the Warscrolls don't cover things like artifacts. Are those only in the GHB?

Depends on the army. Army books that have been released since the introduction of artifacts, Allegiance traits, etc have them in the book rather than GHB. GHB covers the outdated books like Fyreslayers and Seraphon and the Alliance stuff.
