Does the wording of the new FAQ give juggernaughts in bloodcrusher units 4 attacks instead of 3 on the charge/when charged? Or is it just their strength that's affected, because they don't actually have an 'attacks characteristic'

Yes, only the strength of the Juggernaut weapon is affected, since it's a weapon the Bloodcrusher has. You only ever get 3 attacks with the Juggernaught Horn, no more, no less.
