TO you are just cheating players who legitimately finished their games to earn their scores or those who did not complete their full 6 turns but honestly reported their scores without inflation. Cheating honest players to give yourself or your opponent better tie breakers is bad.
The packet also doesn't say "pencils down". It just says the game ends at time. From my experience, you can literally walk up to a judge and say "we made it to round 3, talked through 4-5 and here's the result" and they just take the sheet with a "thank you".
Where there is a problem is if you let someone badger you into doing it. Don't badger people and don't let people bulldoze you. Stick to what you want to do on your end.
