Example:

Khorne Berserkers charge and kill Pox Walkers during their 2nd Fight Sequence. They consolidate into the Plaguemarines standing nearby. The Plaguemarines are now within 1" of an enemy during the Fight Phase, can they choose to attack?

Necron Scarabs charge Khorne Berserkers and get killed when the berserkers get to fight back. Khorne Berzerkers consolidate into a Tomb Stalker nearby and still have their 2nd Fight Sequence left. Can they attack the Tomb Stalker?

All the requirements for getting to fight appear to have been met, I'd allow it. Swirling melee and all that!

First example yes.

Second example yes.

Corner cases where it's no are (in my humble opinion):

You charged, and didn't declare a charge against a unit you are pile into (They can hit you, you can't hit them)

You use a Fight again stratagem, which is at the end of the fight phase, so no further fights will happen after.

1) Yes, the Plague Marines get to attack. You don't check who can fight at the start of the phase, you check continuously.

2) The Berserkers didn't charge, so they can attack any unit they are within 1" of. So yes they can attack the Tomb Stalker.

So, for the first example... I must've broken the rules.

Berzerkers charged Pox Walkers (-1 to hit them cuz magic). They took a 2nd fight sequence to kill them and then consolidated into the plaguemarines. Plaguemarines attacked the berzerkers after being consolidated into. I used 3 CP to attack a 3rd time to fight the plaguemarines, though I hadn't declared a charge against them.

This can only be done if you consolidate into an enemy on a turn that you did not charge?

And, if I used the fight strategem, kill the unit, and consolidate into the next, I cannot be attacked because the fight strategem happened as the very last part of the fight phase? Can two people use this strategem in the same turn? Ex. I use it on my khorne berzerkers, kill a unit of hormagaunts and consolidate into genestealers. Now the genestealers use a fight again strategem to fight the zerkers. Or does the person who declares the strategem first get to use it and then immediately end the fight phase?

Yes. Quote from the core rules :

1. Choose Unit to Fight With
Any unit that charged or has models within 1" of an
enemy unit can be chosen to fight in the Fight phase.
