For example, I have a Chaos Sorceror Lord. Do I have to take him in a Maggotkin army to get Nurgle spells, or can I take him in a Slaves to Darkness allegiance army and mark him as Nurgle to get the spell?

Every WIZARD knows the two spells from the core rules.
Plus any on their warscroll.

Certain allegiances grant access to additional spells, but only if your army has this allegiance.

In your example, you need to have a NURGLE (allegiance army), then you can use traits, artefacts and spells for the NURGLE allegiance.
Having a SLAVES TO DARKNESS (allegiance) army and marking the sorcerer as NURGLE is not enough.
