No.
Oblitorators don't have the daemon faction keyword (possibly after a faq, there were a few mistakes IIRC).

They can be put in a Nurgle detachment

So you can then put them in a Nurgle detatchment like this???

Yes. Keep in mind though that the Detachment won't benefit from faction specific (Daemons / CSM) boni.

No, as both of those require an entire daemon faction detachment.
That detachment will also not unlock any stratagems.
